Prohibits the Secretary of the State and registrars of voters from disclosing voter registration information, except to candidates, candidate committees, and political committees upon request, effective October 1, 2019.

Requires redaction of sensitive voter data including date of birth, motor vehicle operator's license or identity card number, Social Security number, and signature before providing voter registration records.

Permits candidates, candidate committees, and political committees to receive voter names, residential and mailing addresses, phone numbers, and party affiliation.

Requires candidates and committees to file a statement with the Secretary of the State before receiving voter registration information, identifying themselves, stating their purpose, and agreeing not to further disclose the information.

Prohibits use of disclosed voter registration information for any commercial purpose, including advertisement, solicitation, sale, or marketing of products or services.
