Establishes privilege protecting confidential communications between first responders (peace officers, firefighters, EMTs, paramedics, telecommunicators) and peer support team members, effective October 1, 2019.

Prohibits peer support team members from disclosing confidential communications to third parties, in civil or criminal proceedings, or in legislative or administrative proceedings without the first responder's waiver.

Prevents any person from requesting or requiring information from a first responder about their participation in a peer support program, including whether they participated at all.

Allows disclosure without first responder consent where mandated by other state law, where peer support team member believes in good faith disclosure is necessary to prevent clear and present danger to any individual, or where the team member witnessed or was party to the incident triggering peer support services.
