Establishes a working group to study victim services in Connecticut, examining support provided from the point a crime is committed until victims no longer need services.

Working group consists of 7 members: the Victim Advocate, a municipal police chief appointed by the Connecticut Police Chiefs Association, commissioners of Emergency Services and Public Protection and Correction, the Chief Court Administrator, a representative from the Judicial Branch's Office of Victim Services, and a Board of Pardons and Paroles member.

Working group must submit findings and recommendations to the joint standing committee on judiciary no later than January 1, 2020, including any legislative recommendations to improve, enhance, or streamline victim services.

Working group terminates on the date it submits its report or January 1, 2020, whichever occurs later.
