Moves the annual fiscal accountability report submission deadline from November 15th to November 20th, effective October 1, 2019.

Requires the Secretary of the Office of Policy and Management and the director of the legislative Office of Fiscal Analysis to submit seven categories of fiscal information to the General Assembly's appropriations and finance committees annually.

Report must include consensus revenue estimates, expenditure projections, tax credit projections, budget deficiencies, Budget Reserve Fund balances, bond authorizations, and analysis of revenue trends and surplus fund uses for the current biennium and next three fiscal years.

Defines "fixed cost drivers" to include debt service, pension contributions, retiree health care, entitlement programs, and federal mandates.

Repeals section 2-36a of the general statutes, effective October 1, 2019.
