The Commissioner of Agriculture and the executive director of the Capital Region Development Authority shall jointly study ways to encourage renovation and expansion of the Connecticut Regional Market in Hartford.

The study shall examine permitting use of capital funds to expand agricultural users, attracting private capital for agricultural growth, improving infrastructure and buildings, and expanding retail and wholesale operations at the market.

The study shall consider reestablishing the Marketing Authority as an advisory council to the Capital Region Development Authority for market operations and growth.

The Commissioner must submit a report to joint standing committees on agriculture, commerce, planning and development, and bonding by February 1, 2020.

The report shall include policy and legislative changes needed to accomplish the study's recommendations.
