Commissioner of Transportation shall convey approximately 0.11 acre parcel at 140 Brookdale Lane in Waterbury (Lot 8, Block 114, Tax Assessor's Map 420) to the City of Waterbury at a cost equal to administrative expenses, subject to State Properties Review Board approval.

City of Waterbury must use the parcel exclusively for community garden purposes managed by a neighborhood association.

Parcel reverts to the state if the city fails to use it for community garden purposes, loses ownership of any portion, or leases all or part of the parcel.

State Properties Review Board must complete its review within 30 days of receiving the proposed agreement from the Department of Transportation.

State Treasurer shall execute the deed with provisions ensuring the parcel is used for community garden purposes, with the Commissioner of Transportation responsible for all other conveyance matters.
