Commissioner of Administrative Services shall convey a conservation and public recreation easement over approximately 18.2 acres in Newington to the town at a cost equal to administrative expenses.

The parcel is identified as a portion of Lot 000 in Block 010 on Newington Tax Assessor's Map 12, as shown on the "Potential Land Transfer Former Cedarcrest Hospital" map dated October 3, 2013.

Town of Newington may only use the easement for open space and passive recreational purposes; the state retains fee simple ownership with all rights for zoning setbacks, buffer areas, and density requirements.

State Properties Review Board must approve the conveyance and complete its review within 30 days of receiving the proposed easement deed from the Department of Administrative Services.

State Treasurer shall execute the necessary deed or instrument, and the Department of Administrative Services shall retain care and control of the land and manage all other conveyance matters.
