Proposes a constitutional amendment to make Connecticut's General Assembly a full-time legislature by holding regular sessions commencing the Wednesday following the first Monday of January each year, eliminating the separate schedules for odd and even-numbered years.

Changes the adjournment deadline for regular sessions from June in odd-numbered years and May in even-numbered years to December of each year, with the General Assembly permitted to take recesses of up to 30 days per recess.

Restricts even-year regular sessions to budgetary, revenue, and financial matters, bills and resolutions raised by committees, and matters certified as emergencies by the Speaker and President Pro Tempore.

Allows the General Assembly elected immediately prior to the amendment's approval to increase salaries for current members of the General Assembly commensurate with the increased length of sessions.

Requires the proposed amendment to be presented to Connecticut voters at the general election on November 3, 2020, with a specific ballot designation describing the changes to session dates and salary provisions.
