Adopts Conservation and Development Policies: The Plan for Connecticut, 2018-2023, as prepared by the Continuing Legislative Committee on State Planning and Development

Incorporates six growth management principles: redeveloping regional centers with existing infrastructure; expanding housing opportunities; concentrating development around transportation nodes; conserving natural and cultural resources; protecting environmental assets critical to public health and safety; and promoting integrated planning across government levels

Reflects input from municipalities and stakeholders through meetings and hearings conducted by the Continuing Legislative Committee on State Planning and Development

Continues the state planning process overseen by the Office of Policy and Management since 1976 under chapter 297 of the general statutes
