Proposes an amendment to Article VI, Section 7 of the Connecticut Constitution to authorize the General Assembly to provide by law for in-person voting prior to election day.

Maintains existing provisions allowing absentee voting for voters unable to appear at polls due to absence from their town, sickness, physical disability, or religious observance.

Amends Article III, Section 9 and Article IV, Section 4 of the Constitution to remove language requiring presiding officers to "receive votes" and clarify that votes shall be "counted and declared" in open meeting.

Designates the proposed amendment for presentation to voters at the general election on November 3, 2020, with ballot language: "Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?"

Amendment may be continued to the next legislative session or presented directly to electors at the November 3, 2020 election, according to Article VI of the constitutional amendments.
