Special session joint rules adopt the 2019 regular session rules with specified amendments and repeals effective beginning July 22, 2019 at 12:01 a.m.

Only bills and substantive resolutions specified in the convening resolution concerning workforce training needs and minimum fair wage regulations shall be received and considered.

Legislative Commissioners' Office prepares all bills and resolutions, which must be signed by Speaker and President Pro Tempore before transmission to clerks and must include fiscal notes if required.

Bills and substantive resolutions must be voted upon by roll call vote and may be acted upon immediately without standard waiting periods required in regular sessions.

All bills and resolutions specified in the convening resolution shall be transmitted immediately between houses upon passage in the first house, and emergency certified bills may be transmitted to either house first with consent of the Speaker or President Pro Tempore.
