• Orders a special election for July 2, 2019, in District 90-1 of the 120th Assembly District (Bunnell High School polling place) after 75 voters received incorrect ballots in the November 6, 2018, general election that was decided by 13 votes.

• Only candidates who appeared on the November 6, 2018, ballot are eligible to run; each qualified candidate receives $7,000 from the Citizens' Election Fund without additional qualifying contributions.

• Restricts campaign spending with organization expenditures capped at $2,000 per candidate and prohibits use of remaining funds from the 2018 election cycle.
