Establishes that House rules for the 2019 reconvened session shall be the same as rules in force during the 2019 regular session, except as amended by this resolution.

Replaces Rule 10 to require the clerk to keep a journal of House proceedings with daily records.

Replaces Rule 11 to require the clerk to maintain a calendar of House bills disapproved by the Governor and bills and joint resolutions received from the Senate.

Replaces Rule 21 to establish the order of business as: reception of communications from the Governor and Secretary of State, introduction of resolutions, business on the calendar, and reception of business from the Senate.

Adds new Rule 48 restricting resolutions to those expressing sympathy for deceased legislators or family members, or those pertaining to rules of the reconvened session, journal printing, and session expenses.
