Adopts the 2019 regular session House rules as the baseline for the July Special Session 2019, except as modified by this resolution

Eliminates Rule 9 and modifies Rule 11 to allow bills and substantive resolutions to be acted upon immediately after electronic notice to majority and minority leaders, with immediate transmission to the Senate after final action

Permits certified bills under Connecticut General Statutes section 2-26 to be transmitted to and acted upon first by either chamber with consent of the Speaker or President Pro Tempore

Strikes Rules 15, 19, 20, 32, and 33; replaces Rule 21 with a simplified order of business covering gubernatorial communications, bill introductions, Senate business, and miscellaneous matters

Adds new Rule 48 restricting bills and resolutions to only those specified in Joint Rules Rule 7, certified per Joint Rules Rule 9, and resolutions pertaining to special session rules, journal printing, and session expenses
