Adopts House rules from the 2019 regular session for the July 22 Special Session, 2019, with specified amendments, alterations, and repeals.

Eliminates Rule 9 and replaces Rule 11 to allow bills and substantive resolutions to be acted upon immediately after electronic notice is provided to majority and minority leaders, who must forward notice to their respective caucuses.

Strikes Rules 15, 19, 20, 32, and 33, and replaces Rule 21 to establish a simplified order of business: reception of Governor and Secretary of State communications, introduction of bills and resolutions, reception of business from the Senate, and miscellaneous matters.

Adds new Rule 48 to restrict bills and substantive resolutions to only those specified in Rule 7 of the Joint Rules and properly certified, plus resolutions pertaining to special session rules, journal printing, and session expenses.

Permits bills or resolutions certified under Connecticut General Statutes section 2-26 to be transmitted to and acted upon first by either chamber with consent of the Speaker or President Pro Tempore.
