Increases Connecticut's minimum wage to $12.00 per hour effective January 1, 2020, and to $13.50 per hour effective January 1, 2021.

Sets minimum wage at $15.00 per hour or 0.5% more than the highest federal minimum wage (whichever is greater) effective January 1, 2022.

Establishes annual automatic adjustments to minimum wage effective July 1, 2023 and each July 15 thereafter, based on the consumer price index for urban wage earners in the New York-Northern New Jersey-Long Island region, rounded to the nearest five cents.

Increases the state minimum wage automatically whenever the federal minimum wage increases, to equal the federal rate plus 0.5% rounded to the nearest whole cent.

Maintains reduced rates for learners, beginners, and workers under 18 years old at 85% of the minimum wage for the first 200 hours of employment, then equal to the minimum wage thereafter, with exceptions for institutional training programs.
