Establishes a workforce pipeline and job creation task force to prepare Connecticut's future workforce for well-paying manufacturing and technical jobs and study apprenticeship availability and locations in the state.

Task force comprises 10 members: two appointed by the House speaker, two by the Senate president pro tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the Labor Commissioner (or designee), and two appointed by the Governor.

Members must be appointed within 30 days of the effective date; the House speaker and Senate president pro tempore shall select chairpersons who must schedule the first meeting within 60 days of enactment.

Administrative support provided by the joint standing committee staff of the General Assembly with cognizance of Consumer Protection matters.

Task force must submit findings and recommendations to the joint standing labor committee by January 1, 2020, and terminates on the later of that submission date or January 1, 2020.
