Requires broadband internet service providers (fixed and mobile) operating in Connecticut to register with the Public Utilities Regulatory Authority and pay an annual registration fee of $5,000 beginning January 1, 2020.

Prohibits internet service providers from blocking lawful content, impairing or degrading lawful internet traffic, engaging in paid prioritization, or interfering with consumers' ability to access content and services of their choice, subject to reasonable network management exceptions.

Mandates that internet service providers publicly disclose accurate information about network management practices, performance, and commercial terms of their services to allow consumers to verify compliance with net neutrality principles.

Requires express and affirmative written permission from consumers before internet service providers can sell or transfer personally identifying information or display targeted advertisements based on browsing history; expires one year after grant.

Empowers the Public Utilities Regulatory Authority to receive complaints, conduct reviews, and levy civil penalties against providers that violate net neutrality principles through contested case proceedings.
