Authorizes MMCT Venture, LLC, a limited liability company jointly owned by the Mashantucket Pequot Tribe and Mohegan Tribe of Indians of Connecticut, to operate a casino gaming facility at 171 Bridge Street in East Windsor, Connecticut.

Defines authorized games including blackjack, poker, dice, roulette, baccarat, video facsimile games, and other games approved by the Commissioner of Consumer Protection.

Requires the Governor to amend the Mashantucket Pequot procedures and memorandum of understanding with the Mashantucket Pequot Tribe and amend the Mohegan compact and memorandum of understanding with the Mohegan Tribe concerning casino operation.

Requires amendments to preserve the moratorium on video facsimile games on each tribe's reservation and maintain each tribe's obligation to contribute a percentage of video facsimile game revenues to the state.

Mandates both tribes enact resolutions waiving sovereign immunity for state collection actions on unpaid fees or taxes, with venue in the Hartford judicial district, and requires each tribe to maintain at least 25 percent equity interest in MMCT Venture, LLC.
