• Authorizes sports wagering and online casino gaming effective July 1, 2019, conducted by Mashantucket Pequot Tribe, Mohegan Tribe, and MMCT Venture LLC (a limited liability company jointly owned equally by both tribes at 171 Bridge Street, East Windsor).

• Requires individuals to be at least 21 years old and physically present in Connecticut to place sports wagers or use online casino gaming platforms; platforms must verify age and location while preventing unauthorized account access.

• Governor must amend existing tribal gaming compacts and memorandums of understanding with both tribes; amendments require General Assembly approval and tribal resolutions waiving sovereign immunity for fee and tax collection disputes.

• Authorizes Connecticut Lottery Corporation to operate internet keno with individuals aged 18 or older in Connecticut; state distributes up to 12.5% of gross operating revenue to each tribe under separate agreements.
