Effective October 1, 2019, the Commissioner of Motor Vehicles must use an electronic system to automatically register eligible applicants as voters during driver's license, license renewal, and identity card applications unless the applicant declines registration.

The Commissioner of Motor Vehicles may waive the requirement that applicants attest to meeting eligibility requirements if those requirements are independently verified by the commissioner.

Effective October 1, 2019, voter registration agencies must use an electronic system to automatically register eligible applicants as voters during applications for agency services, recertifications, renewals, or address changes unless the applicant declines registration.

Public institutions of higher education must distribute voter registration forms and automatically admit eligible applicants as electors through an electronic system on or after October 1, 2019, while assisting those who request help with registration.

If an automatically registered voter is unintentionally removed from a political party enrollment list due to non-confirmation of party affiliation, the voter shall be restored to the list upon notification to the town registrar.
