Amends chapter 319v of Connecticut general statutes to authorize the Commissioner of Social Services to reduce prescription drug costs in the Medicaid program

Establishes a price cap on prescription drugs that triggers additional negotiation for rebates with manufacturers and review by the board under section 17b-274d when the cap is exceeded

Requires further restrictions on prescription drug purchases and transparency regarding actual manufacturing costs if negotiations with manufacturers fail

Implements a transparent reimbursement model for pharmaceutical benefit managers allowing the state Medicaid program to pay the actual discounted cost negotiated by such managers

Aims to lower overall health care costs under the Medicaid program
