Reduces the time frame for health carriers to make urgent care adverse determinations from 72 hours to 48 hours after receiving a request, with concurrent review requests requiring at least 24 hours advance notice before treatment expiration.

Creates a faster 24-hour determination deadline for urgent care requests involving specific health care services or treatments designated under subdivision (38) of section 38a-591a.

Reduces the time frame for expedited internal review grievances from 72 hours to 48 hours, and creates a 24-hour deadline for expedited reviews of designated health care services or treatments.

Reduces the time frame for expedited external reviews conducted by independent review organizations from 72 hours to 48 hours, with a 24-hour deadline for reviews of designated services and a 5-day deadline for experimental or investigational treatment determinations.

All changes become effective January 1, 2020, and apply to sections 38a-591d, 38a-591e, and 38a-591g of Connecticut's general statutes.
