Amends Connecticut General Statutes Title 38a to prohibit insurance companies, fraternal benefit societies, hospital service corporations, medical service corporations, and health care centers from including discretionary clauses in health insurance and disability income policies delivered, issued, or renewed in the state.

Prohibits policy language that reserves discretion to insurers to interpret policy terms in a manner inconsistent with state laws.

Prohibits insurers from providing standards for policy interpretation or review that are inconsistent with Connecticut state laws.

Applies to all insurance policies delivered, issued for delivery, or renewed in Connecticut.
