Prohibits the introduction or delivery of items containing asbestos into commerce, except when sold or rented as part of real property transactions, effective October 1, 2019.

Prohibits the use of asbestos-containing materials in the construction or repair of structures.

Establishes criminal penalties of class B misdemeanor for violations; enhanced to unclassified misdemeanor with up to one year imprisonment and/or $5,000 fine for offenses involving intent to defraud, mislead, or repeat violations.

Amends Connecticut General Statutes section 21a-337 to replace previous asbestos labeling requirements with an outright prohibition on asbestos in commerce, with the real property sale/rental exception.
