Department of Transportation may issue temporary (not exceeding 60 days) and permanent livery permits for nonemergency transportation of elderly persons and persons with disabilities on routes with no existing or inadequate service.

Livery permit holders may use stretcher vans to transport elderly persons or persons with disabilities requiring stretcher transport, provided the person obtains written approval from their primary care provider and the operator has training equivalent to emergency medical services personnel.

Stretcher vans must be equipped with devices to secure individuals during transfer and transport, and must have an attendant trained in stretcher handling accompanying the individual in addition to the operator.

Motor vehicles transporting individuals on stretchers must meet specific equipment and safety requirements established by the Commissioner of Motor Vehicles in consultation with the Commissioners of Transportation and Public Health.

Act takes effect October 1, 2019 and amends sections 13b-105 and 14-100a of the general statutes.
