Repeals and replaces Section 10-399 to redefine visitor welcome centers as those located in West Willington, Greenwich, Danbury, Darien, North Stonington, and Westbrook.

Requires each center to provide space for listing events and promoting attractions by invitation to Connecticut tourism entities, chambers of commerce, and tourism districts.

Mandates Department of Economic and Community Development place full-time year-round supervisors and part-time assistant supervisors at Danbury, Darien, North Stonington, and West Willington centers with responsibilities including staff training, inventory management, and maintaining center statistics.

Directs discontinuation of state staffing at Middletown, Plainfield, and Wallingford centers while establishing seasonal supervisors at Greenwich and Westbrook centers, subject to available funding.

Requires Commissioner of Economic and Community Development to develop a volunteer recruitment plan in consultation with local chambers of commerce and submit it to the joint standing commerce committee by February 1, 2020.
