Prohibits school districts and regional school districts in Connecticut from entering new contracts to purchase food trays made from expanded polystyrene (Styrofoam) effective upon passage.

Requires each school district and regional school district to develop a discontinuation plan by October 1, 2019.

Mandates complete discontinuation of expanded polystyrene tray use by July 1, 2020.

Defines "expanded polystyrene" as blown polystyrene and expanded/extruded foams made from styrene monomer, processed through techniques including fusion of polymer spheres, injection molding, foam molding, and extrusion-blown molding.

Becomes effective from passage and was referred to the Committee on Environment with a joint favorable recommendation.
