Department of Energy and Environmental Protection shall establish a municipal curbside food waste collection pilot program consisting of three municipalities located within twenty miles of a permitted and operational anaerobic digester in Connecticut.

Pilot program will operate for a six-month period with separate curbside collection of food waste from subscribed residential customers, with collected waste directed to anaerobic digesters for processing.

Solid waste collectors must provide participating residential customers with educational materials on proper food waste segregation and supply countertop compost bins and certified compostable bags at no charge or reduced charge.

Certified compostable bags must meet ASTM D6400 standard, be BPI Certified or TUV home compostable certified, contain a minimum of forty percent plant-sourced renewable content, and be green or brown in color.

Commissioner must submit a report to the joint standing committee on environment by February 1, 2020, detailing pilot program status and recommendations for continuation or expansion.
