Repeals and replaces Section 26-106 of the general statutes, effective October 1, 2019.

Establishes the portion of the Quinnipiac River in New Haven extending from the Interstate 95 bridge to the Interstate 91 bridge as a state refuge for wildlife.

Establishes the portion of the Mill River in New Haven extending from the Interstate 95 bridge to the Interstate 91 bridge as a state refuge for wildlife.

Both river areas are subject to all provisions of the general statutes relating to state refuges for wildlife and to the commissioner's regulations governing such refuges.

Maintains existing provisions for Milford Harbor, Gulf Pond, and Wilcox Park as a state wildlife refuge.
