Establishes the Connecticut Food Policy Council within the Department of Agriculture for administrative purposes, effective July 1, 2019.

Until June 30, 2019, the council comprises 14 members including legislative appointees, state commissioners, and ex officio members; after July 1, 2019, restructures to 17 members including state commissioners, university representative, and appointees from legislative leaders representing local and state-wide food commissions.

Changes council leadership from one chairperson to two co-chairpersons (one department head and one public member) plus a vice-chairperson, with members serving three-year terms.

Clarifies council duties to examine food and nutrition-related programs and develop recommendations promoting a strong food economy and community access to healthy foods, with ability to make recommendations on agency collaboration, market leverage, federal/state policy modifications, and program implementation.

Requires the council to submit an annual report to the General Assembly in accordance with section 11-4a concerning its activities and recommendations for legislation.
