Secretary of State must conduct at least 8 certification sessions per calendar year for moderators and alternate moderators, with at least one session prior to every primary.

Persons who successfully complete an instructional session and examination are certified to serve as moderator or alternate moderator at any election or primary during the certification period.

Secretary shall not certify anyone convicted of or pleading guilty/nolo contendere to felonies involving fraud, forgery, larceny, embezzlement, or bribery, or any criminal offense under election law.

Before July 1, 2019, initial certifications expire after 2 years; on and after July 1, 2019, initial certifications expire after 4 years.

Moderators and alternate moderators may undergo an abridged recertification process before expiration to renew certification for an additional 2 years (before July 1, 2019) or 4 years (on and after July 1, 2019).
