Allows towns, consolidated towns and cities, and consolidated towns and boroughs with institutions of higher education to create separate voting districts containing those institutions.

Requires registrars of voters to provide a suitable polling place at, or no more than 500 feet from, the institution of higher education.

If registrars disagree on the polling place location, the legislative body determines the location.

Repeals and replaces Section 9-169 of the general statutes, with provisions taking effect July 1, 2019.

This section prevails over contrary provisions in any municipal charter or special act.
