Committee Bill No. 268 Summary

• Registrars of voters must appoint one or more election officials, including official checkers, to manage election day registration at designated locations with access to the statewide centralized voter registration system.

• Election day registration applicants must appear in person, provide identification showing their residential address, declare under oath they have not previously voted, and be administered the elector's oath individually.

• Registrars must check the statewide voter registration system before admitting applicants and must notify other municipalities if an applicant seeks to change their registration; if the applicant already voted elsewhere, they are denied a ballot and the matter may be referred to the State Elections Enforcement Commission.

• After election day, registrars must send registration confirmation notices by first class mail to admitted applicants' residential addresses and report undelivered notices to the Secretary of the State within 90 days; the Secretary must aggregate all town reports and submit to the joint standing committee on elections within 120 days.

• The Secretary of the State must develop a process to confirm that persons applying to register who are registered in other states have not already voted on that election day, with provisional ballots provided until the process is established.
