Adds new subsection (25) to campaign contribution exemptions allowing state senator and state representative candidate committees to feature or refer to other state office candidates in campaign communications, unless the communication expressly promotes that candidate's success.

Amends section 9-607(g)(1) to clarify that candidate committees for state senators and representatives may reference candidates for any state office in campaign communications without it counting as a contribution, provided the communication does not expressly promote the other candidate.

Modifies definitions of "lawful purposes" for candidate committees to explicitly permit state legislative candidates to feature or refer to other state office candidates in communications that do not expressly promote those candidates' election.

Effective from passage and applies to Connecticut General Statutes sections 9-601a(b) and 9-607(g)(1).
