Repeals and replaces subsection (d) of section 9-706 of the general statutes, effective July 1, 2019.

Requires the State Elections Enforcement Commission to advise candidates of why certain contributions are deemed non-qualifying when reviewing Citizens' Election Program grant applications.

Commission must cite the specific reason under subsection (e) of section 9-704 for each contribution determined to not be a qualifying contribution.

Maintains existing procedures for commission approval of grant amounts, notification to the State Comptroller, and payment authorization within two business days.

Allows commission to approve partial initial grants when timing prevents determination of full grant eligibility, with remaining grant portions authorized after ballot status of opposing candidates is known.
