Amends Connecticut's Medicaid state plan to allow deduction of qualified conservator expenses from a Medicaid recipient's income that is applied to their care costs.

Requires the Commissioner of Social Services to implement the amendments to title 17b of the general statutes.

Eliminates the applied income penalty under the Medicaid program for costs relating to conservators.

Introduced by Senator Kelly (21st District) and referred to the Committee on Human Services during the January 2019 session.
