Amends section 17b-245b of Connecticut general statutes to require the Commissioner of Social Services to equalize Medicaid reimbursement rates for electronic consultation services at federally qualified health centers with rates paid at other health centers by July 1, 2019.

Requires electronic consultation service rates to be paid in addition to existing fixed fee patient visit rates at each federally qualified health center, rather than as a replacement.

Aims to ensure an adequate number of providers at federally qualified health centers through more equitable reimbursement practices.
