Amends section 17b-261a of the general statutes to modify how the Commissioner of Social Services treats assets discovered by Medicaid applicants after they apply for benefits

Requires assets discovered after a Medicaid application be treated as unavailable to the applicant until the date of discovery, to the extent permitted under federal law

Changes the starting date for calculating any Medicaid penalty period to begin from the date assets are discovered rather than from the application date

Aligns Connecticut state Medicaid law with Social Security eligibility standards for handling after-discovered assets
