Commissioner of Social Services and Commissioner of Developmental Services must apply for a Medicaid state plan amendment or waiver to allow guardians and family members of adults with intellectual disabilities to receive stipends for providing personal care services.

Stipends must be provided by July 1, 2020, or within 15 days of federal approval, whichever is earlier.

Eligible recipients must be adults with intellectual disabilities who are at least 21 years old, have complex medical or behavioral needs, have income at or below 100% of the federal poverty level, and are at risk of institutionalization.

Stipend amounts shall be determined according to the existing fee schedule for home health services under Connecticut's home-care program for the elderly.

The act becomes effective July 1, 2019.
