Law enforcement units must create and maintain detailed records of incidents involving physical force likely to cause serious injury, firearm discharge (except training or animal dispatch), or pursuits, including officer name, time, place, description, and victim/witness names.

Each law enforcement unit must submit annual reports to the Criminal Justice Policy and Planning Division by February 1, 2020 and thereafter, including incident records, summarized data, and statistics on use of force broken down by race, gender, number of force applications, and injuries sustained.

Police officers have the right to review body-worn camera and dashboard camera recordings in the presence of an attorney or labor representative before giving formal statements about use of force; recordings must be publicly disclosed within 48 to 96 hours if not reviewed by the officer.

Division of Criminal Justice must investigate all cases where a peace officer's use of physical force results in death or use of deadly force, with preliminary status reports submitted within five business days to legislative judiciary and public safety committees when deaths occur after January 1, 2020.

Commissioner of Emergency Services and Public Protection must adopt a statewide pursuit policy by October 1, 2019, specifying conditions for pursuits, training requirements, supervision procedures, and restrictions on firearm discharge and intentional positioning in front of fleeing vehicles; police officers must report all pursuits on a standardized form with annual consolidated reports due by April 30, 2020.
