Establishes Council on Protecting Women's Health to advise joint standing committees on public health and insurance, effective July 1, 2019

Council monitors federal legislation and litigation relating to women's health and reports strategies to protect women's health in Connecticut

Membership comprises 6 ex-officio voting members (commissioners of public health, mental health/addiction services, insurance; executive director of office of health strategy; healthcare advocate; secretary of office of policy and management) and 14 public members appointed by legislative leaders

Council members serve two-year terms with no public member serving more than two consecutive terms; council meets at least quarterly and members serve without compensation except necessary expenses

Council must submit annual status reports to joint standing committees beginning January 1, 2020, with administrative support provided by Joint Committee on Legislative Management
