Committee Bill No. 419 - Summary

• Petroleum refiners must furnish gasoline to independent retail distributors at wholesale prices in reasonable quantities on the same basis as company-owned or franchised distributors.

• Adds prohibition on zone pricing systems where wholesale prices for gasoline are determined based on geographic location of retail distributors within Connecticut.

• Producers and refiners cannot discriminate in gasoline prices charged to retail distributors except for disclosed discounts or rebates offered equally to all distributors on identical terms and conditions.

• All discounts and rebates must be listed as separate line items on each invoice with their time periods specified.

• Violations constitute unfair trade practices under Connecticut law, effective October 1, 2019.
