Establishes a Transportation Priority Projects account within the Special Transportation Fund to finance 16 specified transportation infrastructure projects including I-95 and I-84 improvements, rail expansions, and bridge replacements.

Authorizes the Department of Transportation to construct and operate electronic tolling systems on Interstate Routes 84, 91, and 95, and portions of Connecticut Route 15, with revenue deposited into the Special Transportation Fund.

Prohibits toll rate increases for 10 years after a tolling system begins operation; allows variable rates based on congestion, day of week, and vehicle type after the 10-year freeze period.

Exempts state vehicles, emergency vehicles (police, fire, ambulance), and public transit vehicles from tolls when used for official duties.

Requires automatic transfer of unappropriated surpluses exceeding 5% of total Special Transportation Fund expenditures to the Transportation Priority Projects account, beginning with fiscal year ending June 30, 2023.
