Establishes an independent ombudsman office within the Office of Governmental Accountability, effective July 1, 2019.

Office receives, investigates, and makes recommendations regarding complaints about services provided by the Department of Children and Families or its contracted public or private agencies.

Director of the ombudsman office is appointed by the Governor pursuant to general statutes sections 4-5 to 4-8.

Director maintains records of all complaints including complaint descriptions, investigation findings, recommendations to the Commissioner of Children and Families, and the commissioner's responses.

Complaint records are made available to the Office of the Child Advocate upon request.
