Designates the Tuesday after the first Monday in November as Election Day, establishing it as a legal state holiday in Connecticut effective October 1, 2019.

Amends Section 1-4 of the general statutes to add Election Day to the list of existing legal holidays including New Year's Day, Martin Luther King Jr. Day, Independence Day, Veterans' Day, and Christmas.

Provides that when a holiday falls on Sunday, the following Monday becomes the legal holiday, and when a holiday falls on Saturday, the preceding Friday becomes the legal holiday.

Authorizes local and regional boards of education to close public schools on Election Day or hold sessions with suitable nonsectarian educational programs in observance of the holiday.

Maintains existing rules that holidays in January and December result in mandatory closure of public schools when they fall on school days.
