Repeals and replaces Section 7-273c of the general statutes governing the Middletown Area Transit district board of directors.

Establishes board composition based on municipality population: at least one director per municipality, two directors for municipalities with 25,000-100,000 population, and four directors for municipalities over 100,000 population.

Directors serve four-year terms, with initial appointments in multi-director municipalities staggered so half serve two years and half serve four years.

Each board member's voting power equals a multiple of their municipality's population divided by the number of directors representing that municipality, rounded to the nearest 100.

Allows the Middletown Area Transit district to remove directors prior to term expiration through the appointing authority, with vacancies filled pursuant to the established procedures.
