Secretary of the Office of Policy and Management shall conduct a study on creating a municipal option to align municipal fiscal years with the federal fiscal year (October 1 - September 30).

Study shall consult with representatives from regional councils of governments and municipal officials selected by the secretary.

Study shall examine potential obstacles and benefits to municipalities adopting the federal fiscal year.

Secretary shall submit a report to the joint standing committee on local governments by January 1, 2020, containing study findings and legislative recommendations.

Report shall include recommendations for any statutory changes needed to implement the municipal fiscal year option.
