Establishes an average work week limit of not more than 56 hours for permanent paid firefighters in municipalities adopting sections 7-303 to 7-306, computed over one fiscal or calendar year.

Excludes emergency time from the 56-hour average calculation, including time spent responding to, working at, or returning from actual fires or conflagrations and other acts of mercy.

Makes firefighter work weeks and average work week schedules a subject of collective bargaining under Connecticut's public employee bargaining statutes (sections 7-467 to 7-477).

Applies to all collective bargaining agreements negotiated, entered into, renewed, or extended on or after January 1, 2020.

Takes effect January 1, 2020.
