Increases the monthly personal needs allowance from $60 to $72 for Medicaid and federal Supplemental Security Income Program recipients residing in long-term care facilities, effective July 1, 2019.

Applies to residents in licensed chronic and convalescent nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for individuals with intellectual disabilities, and state humane institutions.

Requires state supplement payments be made to the long-term care facility and deposited into each recipient's personal fund account.

Increases the monthly personal fund allowance from $60 to $72 for medical assistance recipients in nursing homes, chronic disease hospitals, and state humane institutions under specified statute sections, effective July 1, 2019.
